Overview

The Vermont Department of Libraries is seeking an Interlibrary Loan and Government Services Librarian. This position manages two core programs for the Department of Libraries: interlibrary loan and services to state employees. This position supervises two staff members and reports directly to the Assistant State Librarian for Information and Access.

This position includes the following responsibilities:

  • Interlibrary Loan
  • Manage the Department of Libraries’ interlibrary loan service, including in-state and out-of-state services, through the CLOVER system.
  • Manage the Interlibrary Loan Courier Service with approximately 115 member libraries. Handle requests and issues for both in-state and out-of-state borrowing and lending and resolves issues with libraries for both ILL and the courier service. Management responsibilities for this program include both formal and informal trainings for participant library personnel, adding libraries to the network, and assessing the program. This position has programmatic oversight of the courier grant, including reporting.
  • Chair the State of Vermont Interlibrary Loan Roundtable and act as the expert for interlibrary loan in the state.
  • Supervise ILL staff.
  • Government Services
  • Manage State Library services to state employees. This includes demonstrating databases, services, and promoting collections to employees across Vermont state government. Serve as reference librarian for state employees and members of the legislature.
  • Teach core continuing education reference course. Teach students enrolled in the Vermont Department of Libraries Certificate Program a five-session reference course. Assist with other continuing education courses if requested.
  • Other duties as assigned include but are not limited to:
  • Assist with the Palace Project and Vermont Online Library. This position will assist with selection of materials for the online eBook/eAudiobook platform, the Palace Project.
  • Assist with administering the LIBConnect customer service platform.

Ideal candidates will have experience managing interlibrary loan, the ability to speak to groups and present ideas, and the ability to balance and manage responsibilities in a busy environment. They will also bring supervisory experience, knowledge of databases, research methods, reference practices, and grants.

Environmental Factors

Duties are performed in an office setting and at libraries and other venues throughout the state. Requires extensive use of computer and information technology. Significant job related travel is required, and incumbents may be required to travel out-of-state to attend meetings, trainings, and conferences. Private means of transportation may be necessary for required travel. Certain job functions may need to be performed outside normal State business hours, including evenings, weekends, and holidays. Requires work with the public, with governmental agencies and officials, and with non-profit and educational organizations. Travel may be necessary in all types of weather. Some lifting of heavy material is required.

Minimum Qualifications

  • Master’s degree or higher in library science from an institution accredited by the American Library Association AND three (3) years or more of post-degree library experience.

OR

  • Master’s degree or higher in related field AND three (3) years or more of library leadership or non-profit governance/policy leadership experience.

AND

  • Demonstrated experience with strategic planning, board management, policy development, training, or non-profit management.
  • Strong written and verbal communication skills. The ability to work autonomously and collaboratively.

Preferred Qualifications

  • Public library experience.
  • Experience in library administration including supervision of staff.

Program Technician II – Vermont Dept. of Libraries (Barre, VT)

The Vermont Department of Libraries is seeking a Program Technician II for the ABLE Library, Vermont’s Library for the Blind and Print Disabled. This position is the main point of contact for library patrons, providing exemplary customer service to members of the ABLE Library, and answering inquiries from the public and library staff around the state. The Program Technician reports directly to the Director of the ABLE Library and works in close partnership with Department staff, key stakeholders in other state agencies, and relevant federal agencies.

As the Program Technician II, your responsibilities will include:

  • Reviewing and processing applications for service from new patrons.
  • Communicating with caregivers, educators, medical and other service providers regarding program information, services, and customer needs.
  • Performing reference and readers’ advisory services to patrons and referring patrons to other community resources as appropriate.
  • Providing direct training to individuals who are blind, visually impaired, or print disabled on the use of digital talking book machines and cartridges, BARD (Braille and Audio Reading Download) application for computers and mobile devices, and the ABLE Library catalog.
  • Processing incoming and outgoing mail of materials to and from patrons and participating institutions.
  • Providing training to staff and community partners as appropriate and participating in applicable outreach events to represent the ABLE Library.
  • Participating in collection development and maintenance, including cataloging, statistical data collection, and analysis.
  • Administering the local audiobook recording program.

Ideal candidates will have considerable knowledge of library practices, systems, and procedures. Should have knowledge of the principles of office management and the ability to apply these principles to office operations. Overview

1. The State Library is under the Vermont Agency of Administration and has a seven-member citizen advisory State Board of Libraries appointed by the Governor. The State Librarian is a commissioner-level position and resides within the Governor’s extended cabinet.
2. The State Library consists of: first, the State Librarian’s Office, which includes an executive administrative staff assistant and the contract & grants coordinator; second, the Division of Library Advancement, which includes the Audio/Braille/Large Print and Electronic Resources Library (ABLE); and third, the Division of Information & Access.
3. The State Library has 18 full-time employees and an overall operating budget of $3.2 million with federal and state funding. The State Librarian serves as a member of the Chief Officers of State Library Agencies (COSLA), as president of the Vermont Public Library Foundation, Inc., and as secretary to the State Board of Libraries.
4. The State Librarian acts as the appointing authority to direct all activities of the State Library by setting, evaluating, and administering policy, program priorities, and the use of resources in consultation with the Secretary of Administration.
5. The State Librarian provides vision and support to public, school, community college, university and special libraries, and State Library staff.
6. Appointed by the Governor and subject to Senate confirmation, the State Librarian represents the Agency of Administration in its work with the Governor’s Office.
7. This position is high profile — working with Vermont constituents to provide support and assistance to local libraries and consortia and to expand programs to improve outcomes for children, families, and communities.
8. The State Librarian/Commissioner of Libraries plays a major role in several regional and national organizations including those involved in legislation, funding, policymaking and library standards.

Compensation

The statutory base salary for this position is $98,331, which is negotiable based on qualifications and experience.

Minimum Requirements

A master’s degree in Library Science from an ALA-accredited program, and professional librarian experience as a director of a major library system, responsible management experience in a state library agency, library management experience in a state library or a large library, or other similar related professional experience, including:

• Rule and policy development;
• strategic planning;

• grants and contract management experience;
• program evaluation;
• continuous improvement;
• training & development; and
• departmental goal setting.

Library Consultant for Special Populations – Vermont Department of Libraries (Barre, VT)

The Vermont Department of Libraries seeks a skilled, collaborative, and innovative librarian to serve as Library Consultant for Special Populations. The successful candidate will provide consulting and professional development activities with a focus on special populations, which include, but are not limited to Veterans, LGBTQ+, seniors, new Americans, people with disabilities, those experiencing homelessness, are incarcerated or in state care. The Library Consultant for Special Populations oversees the ABLE Library (formerly the Library for the Blind & Physically Disabled) and manages the local recording program for visually and physically disabled citizens. They also plan, implement and evaluate ADA and adult literacy programs and manage library services to state institutions. The Consultant works with the National Library Service (NLS), a citizen Advisory Council, and with partner organizations that serve the disabled and adult learners.
